2004年1月15日晚，北大旅研中心主任吴必虎教授在杭州贸易中心与前来中国浙江大学讲学的美国普渡大学旅游与酒店管理系主任 Raphael Kavanaugh 教授。作为全美旅游教育研究排名连续几年第一的高等教育机构，普渡大学旅游与酒店管理系与北京大学城市与环境学院旅游研究与规划中心建立有稳固的合作交流关系。在编制杭州市旅游发展总体规划过程中，有2位普渡大学的教授应邀参加合作研究。作为规划任务书的一个组成部分，课题组将为杭州市旅委编制具体的国际培训计划，包括课程计划。双方就此进行了沟通，并由普渡大学Morrison教授初步起草了有关培训计划。

Dr. Kavanaugh has worked in a number of academic settings (Temple University, Florida State, Oklahoma State) teaching human resources, strategic planning and education courses. His research and publication interests are human resources and curriculum development. Dr. Kavanaugh has worked as Director of Human Resources for Red Lobster and Vice President of Product Development for the Educational Institute (EI) of the American Hotel and Motel Association (AH&MA). He currently serves on the board of trustees for EI and the Educational Foundation (EF)of the National Restaurant Association (NRA). Dr. Kavanaugh is a past President and Chair of the Board for the Council of Hotel, Restaurant and Institutional Education (CHRIE) and was honored by the Pennsylvania State University as a Walter Conti Distinguished Professor. He currently serves as Chair of the Certification Governing Board for the NRA.
